Unlike the small boats, whose arrival is blazoned hysterically across our front pages so often, immigration detention is a quiet malignancy that has gone on for years and years. It is a regime in which people are detained as soon as they ask for asylum, or seized without warning when they report to immigration control or from their beds in the small hours of the morning \u2013 bundled away in caged vehicles without reasons or destination given, without charge for any criminal offence, and without any knowledge of when or even if they will ever be released.&nbsp;<\/p>\n\n\n\n<p>Immigration detention is, according to <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/6509c3af22a783000d43e8cf\/Detention+General+instructions.pdf\">government guidelines<\/a>, supposed to be a very short-term holding place \u2013 a few weeks at most before deportation. It is supposed to be a place where people are properly cared for, treated as human beings despite their rejection and the presumed imminence of their departure.<\/p>\n\n\n\n<p>It is none of these things. It is a system of State cruelty; of wastage of human lives, often for months, and often years; of attempted devastation of the human spirit \u2013 and it lies largely hidden at the darkest heart of our asylum policy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Walking for justice<\/h2>\n\n\n\n<p>Nine years ago, <a href=\"https:\/\/www.refugeetales.org\/\">Refugee Tales<\/a>, affiliated to the <a href=\"https:\/\/www.gdwg.org.uk\/\">Gatwick Detainees Welfare Group<\/a>, began its walks across the English countryside. People walked in solidarity alongside people who had experienced detention, telling stories to each other, listening to each other. In this Chaucerian journey, I learned from those who wanted to share their lived experiences&nbsp; \u2013&nbsp; about the saddest depths of these experiences, about seeking refuge after trauma, torture, persecution \u2013 only to find a pitiless incarceration awaiting in this green and pleasant land. Our quest was, and remains, to bring this system of incarceration to an end.&nbsp;<\/p>\n\n\n\n<p>During the Refugee Tales walk this year, it rained and rained \u2013 sometimes biblical in its deluges. But we walked on, and on: 120 people \u2013 sometimes more \u2013 from Edenbridge to Westminster over five days. One lunchtime we heard Marina Warner speaking with great beauty about <a href=\"https:\/\/www.marinawarner.com\/publications\/work-in-progress\/\">sanctuary<\/a>. In the evenings, there were tales read and told by and for people who have been detained, and music, and dancing.&nbsp; And in the mornings, as we emerged from sleeping bags from church floors, we gathered to read out the Universal Declaration of Human Rights, section by section.<\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\">Of the 20,354 people grabbed and detained in the year to June 2023, only 22 per cent were actually removed from the UK<\/p>\n\n\n\n<p>\u2018Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind&#8230;\u2019 says the preamble. Then, article after article, the proclamations of universal human rights to freedom, dignity, liberty; the right not to be tortured or subjected to cruel, inhuman or degrading treatment or punishment &#8230;&nbsp;<\/p>\n\n\n\n<p>How about this one: \u2018All are equal before the law and are entitled without any discrimination to equal protection of the law\u2019. There is no judicial oversight when someone is grabbed and detained; it is a decision by a Home Office decision-maker, repeatedly so arbitrary, and so bunglingly made, that of the 20,354 people thus grabbed and detained in the year to June 2023, only <a href=\"https:\/\/www.theguardian.com\/uk-news\/2023\/dec\/18\/four-in-five-uk-immigration-detainees-released-not-deported-monitor-says#:~:text=According%20to%20a%20government%20summary,of%20detainees%20deported%20in%202022.\">22 per cent<\/a> were actually removed from the UK.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The rest \u2013 that is 15,876 human beings \u2013 languished until someone ordered their release back into the community whence they had been taken away. Some may well languish still. Among those walking with us this year, Pious was detained and re-detained many times over a period of three years. Others, even longer. Nine years is the longest time.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Sharing stories<\/h2>\n\n\n\n<p>The stories of people subjected to detention, told to well-known authors and gathered steadily into the written accounts, constitute the <em>Refugee Tales<\/em> volumes. <a href=\"https:\/\/www.theguardian.com\/books\/2015\/jun\/27\/ali-smith-so-far-the-detainees-tale-extract\">Pious\u2019 tale <\/a>was retold by Ali Smith, a <a href=\"https:\/\/www.refugeetales.org\/about\">Patron of Refugee Tales<\/a>, in the first volume, and later republished in the Guardian. It tells you all you need to know about the iniquity of immigration detention.<\/p>\n\n\n\n<p>Pious \u2013 a child slave by the age of six, trafficked to the UK in his teens and held for years as a slave here too, before he finally escaped and asked for help, only to be held in detention for three more years \u2013 tells his own story, again, in the fifth volume, <a href=\"https:\/\/commapress.co.uk\/books\/refugee-tales-v\"><em>Refugee Tales V<\/em><\/a>, published in July 2024.&nbsp;<\/p>\n\n\n\n<p>It includes a compelling Afterword from co-editor Prof David Herd, who argues that the \u2018hostile environment\u2019 \u2013 which has wounded so grievously so many thousands of our fellow human beings \u2013 is now morphing into one of intentional erasure and expulsion of the people \u2018we\u2019 don\u2019t want. David terms this the \u2018expulsive environment\u2019.&nbsp; His account paints a frightening picture of this trajectory.&nbsp;<\/p>\n\n\n\n<p>Indeed, the 2023 \u2018<a href=\"https:\/\/www.gov.uk\/government\/collections\/illegal-migration-bill\">Illegal&nbsp; Migration Act<\/a>\u2019 (IMA) awarded the Home Secretary the absolute power to detain people for as long as she considers \u2018reasonable\u2019 \u2013 removing even further the remaining vestiges of judicial scrutiny. Those coming here seeking sanctuary, caught up in our frenzy to stop them coming at all, are now enmeshed even further within this vicious limbo.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Acting on outrage<\/h2>\n\n\n\n<p>While we walked, a <a href=\"https:\/\/hmiprisons.justiceinspectorates.gov.uk\/news\/harmondsworth-immigration-removal-centre-drugs-despair-and-decrepit-conditions\/\">report<\/a> by the Chief Inspector of Prisons on Harmondsworth Immigration Removal Centre was finally published on the Government website. Its headline captures his outrage: \u2018drugs, despair and decrepit conditions\u2019.&nbsp;<\/p>\n\n\n\n<p>The report echoes findings published last September from the<a href=\"https:\/\/brookhouseinquiry.org.uk\/main-page\/\"> Brook House Inquiry<\/a>. Again, a heading speaks for itself: \u2018Pain and humiliation at toxic Brook House\u2019. The then-shadow immigration minister Stephen Kinnock <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-sussex-66846891\">declared<\/a> evidence therein to be \u2018utterly harrowing\u2019, with no sign at all of either \u2018control or compassion\u2019 from the Government.&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\">David Herd argues that the \u2018hostile environment\u2019 is morphing into one of intentional erasure and expulsion; an \u2018expulsive environment\u2019<\/p>\n\n\n\n<p>At Westminster, the ultimate destination of our walk, we were met by Lord Alfred Dubs, who spoke in a panel that included two newly-elected Labour members of Parliament, Fleur Anderson, MP for Putney and Peter Lamb (Crawley).&nbsp; Joining Alf Dubs in calling for an end to indefinite detention, they urged us to embark upon urgent, intensive and immediate action.&nbsp;<\/p>\n\n\n\n<p>The new Government still \u2013 perhaps \u2013 offers a very slightly open door to legislate out of existence this callous and chaotic transgression of the Human Rights charter; at the very least to<a href=\"https:\/\/detentionaction.org.uk\/campaigns\/#:~:text=Campaign%20for%20a%20Time%20Limit%20on%20Detention%20(Ongoing)&amp;text=Detaining%20people%20indefinitely%20%E2%80%93%20with%20no,damage%20to%20their%20mental%20health.\"> limit detention to 28 days<\/a>, and to allow it only with automatic judicial oversight.&nbsp;<\/p>\n\n\n\n<p>We left Westminster with Lord Dubs\u2019 final exhortation to spring into action <em>now<\/em>. We need now to raise such a clamour, for everyone to write now to their MPs while the iron is hot.
