{"id":41234,"date":"2023-11-01T15:50:59","date_gmt":"2023-11-01T15:50:59","guid":{"rendered":"https:\/\/www.redpepper.org.uk\/?p=41234"},"modified":"2023-11-02T13:14:36","modified_gmt":"2023-11-02T13:14:36","slug":"afghans-in-pakistan-stop-the-deportations","status":"publish","type":"post","link":"https:\/\/www.redpepper.org.uk\/society\/migration\/afghans-in-pakistan-stop-the-deportations\/","title":{"rendered":"Afghans in Pakistan: Stop the deportations!"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Despite Afghanistan being governed by the Taliban \u2013 known for their human rights violations and practices of gender apartheid \u2013 Afghan refugees are globally at risk of being denied pathways for asylum, denied asylum, and\/or being deported. <\/p>\n\n\n\n<p>Many of the states engaged in these exclusionary practices are directly responsible for terror-making, war, occupation and undevelopment in Afghanistan and for robbing the Afghan people of their right to live and thrive in their own country with dignity and as self-determined people.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In the UK, over 1,000 Afghans who fled the Taliban with British support have been told they will be <a href=\"https:\/\/www.theguardian.com\/uk-news\/2023\/oct\/29\/afghans-who-fled-taliban-to-uk-set-to-be-made-homeless-at-christmas\">made homeless<\/a> days before Christmas \u2013 a move that is creating an environment of hostility designed to coerce Afghans into \u2018self-repatriating\u2019 to Afghanistan.&nbsp;Harrowing events are also unfolding in Pakistan.&nbsp;<\/p>\n\n\n\n<p>Here, <em>Red Pepper<\/em> hosts an abridged version of a <a href=\"https:\/\/docs.google.com\/document\/d\/1aJ9USiABgZCXT9L18ENg5w22HHCJdOH89ZjUpOusp6Q\/edit#heading=h.5qzf2x3oq3bu\">solidarity statement<\/a> compiled by the Afghan Reparations Collective \u2013 a non-hierarchical coalition who labour towards justice, reparations, and solidarity with the peoples of Afghanistan in and outside of the country. Over 475 people have signed the statement to date, including writers, artists, organisers, organisations, scholars, and concerned individuals who demand an end to deportations of Afghans in Pakistan and elsewhere. <\/p>\n\n\n\n<p>It calls on people everywhere to work urgently, collaboratively and creatively, through small and large acts of solidarity and civil disobedience, to upend the planned action to deport Afghans from Pakistan:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is happening? Millions at risk<\/h2>\n\n\n\n<p>In early October, the government of Pakistan <a href=\"https:\/\/reliefweb.int\/report\/pakistan\/afghan-refugees-ordered-leave-pakistan-or-face-deportation\">announced<\/a> a deadline for all \u2018undocumented Afghans\u2019 \u2013 essentially Afghans seeking refuge but denied this status by the government \u2013 to <a href=\"https:\/\/reliefweb.int\/report\/pakistan\/afghan-refugees-ordered-leave-pakistan-or-face-deportation\">leave the country by 1 November 2023<\/a>. The demand was qualified through unproven accusations of Afghans being involved in \u2018terrorism\u2019.<\/p>\n\n\n\n<p>It has put all Afghans at risk. Eye-witnesses and media outlets have reported Afghan homes and shops <a href=\"https:\/\/tribune.com.pk\/story\/2439569\/pakistan-kicks-off-evicting-illegal-afghans\">being demolished<\/a> by law-enforcement agencies;&nbsp;growing cases of <a href=\"https:\/\/www.nytimes.com\/2023\/10\/08\/world\/asia\/pakistan-deport-afghan-refugees.html\">illegal detention<\/a>; widespread harassment of Afghans by law-enforcement agencies, and Afghan families being <a href=\"https:\/\/tribune.com.pk\/story\/2439569\/pakistan-kicks-off-evicting-illegal-afghans\">forced to cross<\/a> the border into Afghanistan.<\/p>\n\n\n\n<p>Experiences of criminalisation and discrimination are not new for Afghans in Pakistan. They directly follow discriminatory British colonial laws, wars and border-making in Afghanistan and adjacent geographies, which were inherited unchallenged by the post-independence governments of Pakistan.&nbsp;<\/p>\n\n\n\n<p>Demands for Afghans to leave Pakistan are also linked to Pakistan\u2019s often hostile relationship with its own ethnic minorities, specifically those who reside in or originate from border areas of Pashtuns, Baloch, and Hazaras, who have <a href=\"https:\/\/www.google.com\/search?q=pashtun+pakistan+sanaa+alimia+discrinination&amp;sca_esv=574165402&amp;rlz=1C5CHFA_enGB891GB892&amp;sxsrf=AM9HkKlXCIX24aOSfRgTuqGBVHoS6iCNWw%3A1697565187630&amp;ei=A8ouZfmFJrvjxc8Pxv2Z2AI&amp;ved=0ahUKEwi5k_eP0_2BAxW7cfEDHcZ-BisQ4dUDCBA&amp;uact=5&amp;oq=pashtun+pakistan+sanaa+alimia+discrinination&amp;gs_lp=Egxnd3Mtd2l6LXNlcnAiLHBhc2h0dW4gcGFraXN0YW4gc2FuYWEgYWxpbWlhIGRpc2NyaW5pbmF0aW9uMgcQIRigARgKMgcQIRigARgKSK0RUK4CWIcQcAF4AJABAJgBygOgAZcdqgEHMi0xLjguMrgBA8gBAPgBAcICBRAhGKAB4gMEGAEgQYgGAQ&amp;sclient=gws-wiz-serp\">long faced discrimination<\/a> and who, when Afghans are being forced to leave Pakistan, that their own right to belong in Pakistan is questioned. Pakistani Pashtuns have, for example, been stripped of citizenship \u2013 a process that is managed by biometric computerised ID cards \u2013 then<a href=\"https:\/\/datasociety.net\/wp-content\/uploads\/2022\/12\/DSParablesAnthology_Ch9_Hashmi.pdf\"> <\/a>burdened with the lengthy bureaucratic task of&nbsp; <a href=\"https:\/\/datasociety.net\/wp-content\/uploads\/2022\/12\/DSParablesAnthology_Ch9_Hashmi.pdf\">proving they are \u2018native\u2019 to Pakistan<\/a>.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who are Pakistan\u2019s Afghans?<\/h2>\n\n\n\n<p>Afghans are in Pakistan because other states and actors \u2013 the Soviet Union, the US, the U.K, countries in the EU and Gulf Arab region, Iran, and indeed Pakistan itself \u2013 have driven war and denied Afghan self-determination and sovereignty for over forty years. \u2018<a href=\"https:\/\/www.theguardian.com\/world\/2018\/feb\/07\/ambalavaner-sivanandan\">We are here because you were there<\/a>\u2019, so to speak.<\/p>\n\n\n\n<p>From the late <a href=\"https:\/\/adsp.ngo\/wp-content\/uploads\/2023\/03\/Rethinking-Durable-Solutions.pdf\">1970s until the mid-2000s<\/a>, through a <em>prima facie<\/em> (on first encounter) status, any Afghan who entered Pakistan was considered a refugee. After 2001\u2019s \u2018War on Terror\u2019, when war raged in Afghanistan led by the US government with Pakistan as a key ally,&nbsp; the US claimed defeat of the Taliban and declared Afghanistan a \u2018safe country\u2019 \u2013 making Afghans\u2019 asylum claims null and void.&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\">Demands for Afghans to leave are linked to Pakistan\u2019s often hostile relationship with its own ethnic minorities, specifically those who reside in or originate from border areas<\/p>\n\n\n\n<p>Pakistan is nonetheless currently home to over 4 million Afghans, including Afghans denied a legal plan and settlement status; registered refugees; visa holders, and others. Afghans of all ethnicities live in Pakistan. After August 2021, conservative accounts estimate that 600,000 Afghans sought refuge in Pakistan \u2013 some still considered to be \u2018<a href=\"https:\/\/www.bbc.com\/news\/world-asia-67020994\">in transit<\/a>\u2019, awaiting relocation to countries such as the UK, US, Canada, Germany. The remainder do not hold any legal status, do not receive governmental aid and at best receive limited support from international refugee and humanitarian organisations.<\/p>\n\n\n\n<p>The division of Afghans into different legal categories is intentionally ambiguous, inconsistent, and politically duplicitous. People who should be classified as refugees are not<strong>. <\/strong>Pakistan\u2019s call to deport people it calls \u2018undocumented\u2019 is a way to refuse more recent claimants of refuge from, in practice, not only those arriving after 2021, but all Afghans who entered the country post-2001.&nbsp;<\/p>\n\n\n\n<p>The vast majority of Afghans \u2013 at least 90 percent \u2013 were either born in Pakistan or have lived in the country for forty years. These millions of persons have <a href=\"https:\/\/www.pennpress.org\/9781512822861\/refugee-cities\/\">quite literally built <\/a>villages, towns, cities and a shared culture in Pakistan, alongside citizens of Pakistan and other nations in the country. Meanwhile, Pakistan\u2019s more recent Afghan arrivals seek refuge because they are living in a context of permanent war and many are at immediate risk of persecution in Afghanistan.&nbsp;<\/p>\n\n\n\n<p>Pakistan must discuss how \u2013&nbsp;not why \u2013 to engage in long-term, constructive legal and socio-economic efforts for the inclusion of Afghans. This must include as a minimum pathways to permanent residency and\/or citizenship.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Absurd demands<\/h2>\n\n\n\n<p>A wider context of humanitarian disaster further underscores the absurdity of the government\u2019s deportation threat. In October, deadly <a href=\"https:\/\/www.afghanaid.org.uk\/Appeal\/afghanistan-earthquake-appeal\">earthquakes killed thousands<\/a> and left an <a href=\"https:\/\/www.wfp.org\/emergencies\/afghanistan-emergency\">estimated 15 million<\/a> Afghans facing acute food insecurity.<\/p>\n\n\n\n<p>Pakistan\u2019s demands mirror the actions of neighbouring Iran, also home to millions of Afghans for over forty years and engaged in <a href=\"https:\/\/www.newarab.com\/news\/iran-deported-90000-afghan-refugees-march-report\">mass deportations.<\/a>&nbsp; These calls for deportation are consequences of failures by the international humanitarian and migration regime&nbsp; \u2013 including UN bodies \u2013 and by national institutions, which have prioritised \u2018repatriation\u2019 as the solution for Afghans in Pakistan (and Iran) where socio-economic and legal integration offer more just and humane solutions.<\/p>\n\n\n\n<p>Yet Pakistan\u2019s brazen call for deportations is directly legitimated by \u2013 and also mirrors \u2013 the callous actions of governments in the UK, the US, Canada, Australia, EU and other states that are the architects of a global anti-poor and racialising migration regime. Their actions to close safe routes to asylum, delay asylum applications and <a href=\"https:\/\/d1wqtxts1xzle7.cloudfront.net\/54619313\/Why_Deportation_to_Afghanistan_is_Wrong-libre.pdf?1507115448=&amp;response-content-disposition=inline%3B+filename%3DWhy_Deportation_to_Afghanistan_is_Wrong.pdf&amp;Expires=1697607746&amp;Signature=ZVSdxJYKod3Enqy2LsH4vmbqgodAIADo1n5CzLLYdZFu-PubIshRxxPxTjM6zOqlz6le7ZrBLnLzun7uXtww4TgmBpslk5wYXburFECbsE1YseygQ7tsCmU8HOs3p6g77ElHQfvFK8LPKaJN7W999wAWH0vuTy86Q3NfHLvGsv1FftgcOWoQutU-BpKVZxv8ypgsEn1AR4VzUIfzLhbuhX8YFhlx5CZwdGakNsAwG7e31wukLH4py7jrU-dcOObcLT2jiCGNFZdZBksJ6hWIGW3eaVI4eMqmwSUGiRI5Nku9268SzwRh1joE-e~ztJ6hp6pC8pXaBlK~VlyNpwj0tg__&amp;Key-Pair-Id=APKAJLOHF5GGSLRBV4ZA\">deport Afghans<\/a> \u2013 as well as other people who are black, brown, Muslim and\/or from the global South \u2013 is accepted, encouraged, and enforced.&nbsp;<\/p>\n\n\n\n<p>Against the logics of these regimes, we recognise all Afghans are a part of Pakistan and must be formally recognised as such, through permanent residency and\/or citizenship and by upholding principles of refuge. All paths to freedom are interconnected and, instead of pitting oppressed groups against each other, the struggles of Afghans must be connected to the struggles of ethnic and religious minorities, political dissidents, displaced Pakistanis, women, and others in Pakistan.&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\">Pakistan\u2019s call for deportations is legitimated by the callous actions of other governments that are the architects of a global anti-poor and racialising migration regime<\/p>\n\n\n\n<p>We understand this struggle is also connected to the struggles of Afghans globally, as well as oppressed people, refugees, and migrants across the world. From Kabul to Karachi, from Gaza to Khartoum, from Mogadishu to Tripoli, from London to Paris: we are free only when we are all free.&nbsp;<\/p>\n\n\n\n<p>We pledge to contribute in everyday life &#8211; on the street, in conversations, on social media, in institutions, universities,&nbsp; by any means necessary, and in all spaces, to the intentional de-criminalisation of Afghans, and all other marginalised communities in Pakistan.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Our calls to action<\/h2>\n\n\n\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-core-group-is-layout-fe9cc265 wp-block-group-is-layout-flex\">\n<p><strong>We call on concerned individuals, activists, communities, and organisations in Pakistan and its diaspora to<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Stand in solidarity with Afghans in Pakistan as a matter of their right and your\/our obligation, not as charity or humanitarianism;<\/li>\n\n\n\n<li>Reject attempts to divide ethnic and religious minorities and nations within the country;<\/li>\n\n\n\n<li>Document report, and reject the harassment of Afghans by law-enforcement agencies;<\/li>\n\n\n\n<li>Educate others to reject the systematic, historical, structural criminalisation of Afghans other refugee and migrant groups, to reject the discrimination that accompanies such rhetoric, and to actively create new languages and practices of equality \u2013 and thus liberation for us all;<\/li>\n\n\n\n<li>Hold journalists and media content producers (social media accounts, television dramas, news discussion shows) to account when they reproduce tropes and regurgitate unverified accusations about Afghans.&nbsp;<\/li>\n<\/ul>\n<\/div>\n\n\n\n<p><strong>We call on concerned individuals, activists, communities, and organisations working with Afghans globally \u2013 especially in Iran, the U.K., E.U. states, the U.S., Canada, and Australia \u2013 to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Stand in solidarity with Afghans;<\/li>\n\n\n\n<li>Organise to protect Afghan community members from racist violence.<\/li>\n<\/ul>\n\n\n\n<p><strong>We call on the states that have driven conflict in Afghanistan to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Acknowledge their responsibility toward the peoples of Afghanistan wherever they are \u2013 not in the language of charity or humanitarianism, but as their right;<\/li>\n\n\n\n<li>Immediately end the deportations of Afghans in Pakistan and elsewhere.<\/li>\n<\/ul>\n\n\n\n<p><strong>We call on governments that have agreed to relocate Afghan nationals to their countries \u2013&nbsp;including the UK, Germany, Canada, and others, especially the <a href=\"https:\/\/www.americanimmigrationcouncil.org\/foia\/uscis-failures-afghans-parole\">US (which collects millions of dollars in visa fees to leave Afghans in perpetual limbo)<\/a> \u2013 to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Urgently speed up the relocation of thousands of Afghan nationals <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/afghans-british-forces-pakistan-islamabad-b2311951.html\">stuck \u2018in transit\u2019<\/a> in Pakistan;<\/li>\n\n\n\n<li>Immediately open up safe routes of asylum for Afghans (and all people seeking refuge).<\/li>\n<\/ul>\n\n\n\n<p><strong>We call on UN bodies in Pakistan to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Immediately refocus their refugee and migration management \u2018solutions\u2019 away from supporting repatriation programmes to advocating for the long-term legal rights of Afghans in Pakistan.<\/li>\n<\/ul>\n\n\n\n<p><strong>We call on the Government of Pakistan to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Stop arbitrarily detaining and harassing Afghans;<\/li>\n\n\n\n<li>Stop demolishing Afghans\u2019 homes;&nbsp;<\/li>\n\n\n\n<li>Reverse demands for Afghans to leave Pakistan;<\/li>\n\n\n\n<li>Immediately stop deportations;<\/li>\n\n\n\n<li>Stop xenophobically constructing Afghans \u2013 a vulnerable population \u2013 as scapegoats for the deeper rooted reasons for the country\u2019s vulnerability to lethal attacks;<\/li>\n\n\n\n<li>Offer protection to all Afghans who have sought safety in the country and could be at risk if forced to return to Afghanistan;<\/li>\n\n\n\n<li>Open pathways for Afghans who the government calls \u2018undocumented\u2019 to be included into a system of refuge;<\/li>\n\n\n\n<li>Allow a legal refugee and asylum framework to develop within Pakistan, including pathways to long-term residency and\/or citizenship \u2013 the only way to meaningfully integrate and manage the country\u2019s sizable refugee populations.<\/li>\n<\/ul>\n\n\n\n<p>Read the full statement and list of signatories <a href=\"https:\/\/docs.google.com\/document\/d\/1aJ9USiABgZCXT9L18ENg5w22HHCJdOH89ZjUpOusp6Q\/edit#heading=h.5qzf2x3oq3bu\">here<\/a>,<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Globally, governments are demonising and deporting Afghans \u2013 just two years after the Taliban returned to power.
