{"id":34465,"date":"2023-03-29T08:00:54","date_gmt":"2023-03-29T07:00:54","guid":{"rendered":"https:\/\/www.redpepper.org.uk\/?p=34465"},"modified":"2023-10-09T10:19:01","modified_gmt":"2023-10-09T09:19:01","slug":"casey-report-ireland-london-colonial-roots-of-the-met-police","status":"publish","type":"post","link":"https:\/\/www.redpepper.org.uk\/law-police-justice\/policing\/casey-report-ireland-london-colonial-roots-of-the-met-police\/","title":{"rendered":"The colonial roots of the Metropolitan Police"},"content":{"rendered":"\n<p class=\"has-drop-cap\"><span style=\"font-weight: 400;\">Last week, the media was transfixed by the release of <\/span><a href=\"https:\/\/www.met.police.uk\/police-forces\/metropolitan-police\/areas\/about-us\/about-the-met\/bcr\/baroness-casey-review\/\"><span style=\"font-weight: 400;\">Louise Casey\u2019s review<\/span><\/a><span style=\"font-weight: 400;\"> into the behaviour and culture of the Metropolitan Police. For any Londoners who have been living under a rock, the report found the force to be institutionally racist, misogynistic and homophobic. The review was commissioned last year in response to a public outcry following the kidnap, rape and murder of Sarah Everard by <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/crime\/wayne-couzens-sentence-sarah-everard-b1929819.html\"><span style=\"font-weight: 400;\">Met police officer Wayne Couzens,<\/span><\/a><span style=\"font-weight: 400;\"> and the conviction of his colleague <\/span><a href=\"https:\/\/www.theguardian.com\/society\/2023\/feb\/07\/david-carrick-jailed-life-rapes-met-police-officer\"><span style=\"font-weight: 400;\">serial rapist David Carrick<\/span><\/a><span style=\"font-weight: 400;\"> for dozens of offences against women spanning two decades.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Casey found the Met had \u2018not protected its female employees or members of the public from police perpetrators of domestic abuse, nor those who abuse their position for sexual purposes<\/span><i><span style=\"font-weight: 400;\">.<\/span><\/i><span style=\"font-weight: 400;\">\u2019<\/span> <span style=\"font-weight: 400;\">Complaints about officers were \u2018more likely dismissed than acted upon<\/span><i><span style=\"font-weight: 400;\">,<\/span><\/i><span style=\"font-weight: 400;\">\u2019<\/span> <span style=\"font-weight: 400;\">and predatory behaviour had been \u2018allowed to flourish<\/span><i><span style=\"font-weight: 400;\">.<\/span><\/i><span style=\"font-weight: 400;\">\u2019<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">No surprise<\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">Needless to say, the Met remains dominated by white British men. On its current recruitment trajectory, the review found it will take another 30 years for women to be fairly represented in the Met workforce. For ethnic minorities, it will take 38 years. To Doreen Lawrence, mother of black teenager Stephen Lawrence who was murdered by a gang of white supremacists in south-east London in 1993, these findings <\/span><a href=\"https:\/\/www.theguardian.com\/uk-news\/2023\/mar\/21\/doreen-lawrence-says-metropolitan-police-are-rotten-to-the-core\"><span style=\"font-weight: 400;\">come as \u2018no surprise\u2019.<\/span><\/a><span style=\"font-weight: 400;\"> She said: <\/span><i><span style=\"font-weight: 400;\">\u2018<\/span><\/i><span style=\"font-weight: 400;\">It is not, and has never been, a case of a few <\/span><i><span style=\"font-weight: 400;\">\u201c<\/span><\/i><span style=\"font-weight: 400;\">bad apples\u201d. It is rotten to the core. Discrimination is institutionalised within the Metropolitan Police and it needs changing from top to bottom.<\/span><i><span style=\"font-weight: 400;\">\u2019<\/span><\/i><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Doreen Lawrence and her family suffered further trauma when the Met bungled the investigation into Stephen\u2019s murder, which led to the charges being dropped. Four years later the <\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/277111\/4262.pdf\"><span style=\"font-weight: 400;\">Stephen Lawrence inquiry<\/span><\/a><span style=\"font-weight: 400;\">, led by Sir William Macpherson, found the original police investigation was \u2018marred by a combination of professional incompetence, institutional racism and a failure of leadership.\u2019<\/span><i><span style=\"font-weight: 400;\">&nbsp;<\/span><\/i><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Thirty years on from Stephen\u2019s death, has anything changed? Seemingly not, according to the Casey Review. So the next logical question, surely, is why not?<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The colonial roots of the Metropolitan Police<\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">On the day the review was published, <\/span><a href=\"https:\/\/twitter.com\/kehinde_andrews\/status\/1638098523165016065?cxt=HHwWgoC-xbD72LstAAAA\"><span style=\"font-weight: 400;\">academic Kehinde Andrews tweeted<\/span><\/a><span style=\"font-weight: 400;\">: \u2018It\u2019s only news that the Met Police are institutionally racist if you haven\u2019t been paying attention for the past seventy years\u2019<\/span><i><span style=\"font-weight: 400;\">.<\/span><\/i><span style=\"font-weight: 400;\">&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">It\u2019s a valid point, but I think we need to look even further back in time. In the early 1800s, when the British Empire occupied Ireland, then-Irish Secretary Sir Robert Peel became concerned about Irish resistance to colonial rule. He <\/span><a href=\"https:\/\/www.versobooks.com\/blogs\/4390-how-british-police-and-intelligence-are-a-product-of-the-imperial-boomerang-effect\"><span style=\"font-weight: 400;\">devised a plan<\/span><\/a><span style=\"font-weight: 400;\"> to quell social unrest and normalise the presence of British intelligence-gathering throughout towns and villages across Ireland. The <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Royal_Irish_Constabulary\"><span style=\"font-weight: 400;\">Royal Irish Constabulary<\/span><\/a><span style=\"font-weight: 400;\"> was a military-style police force, set up to curb unrest and enforce obedience to the Crown. It was never designed to protect ordinary Irish people from crime. The ultimate goal of the RIC was to protect the financial interests of the British Empire, and it did so very effectively.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\"><span style=\"font-weight: 400;\"> If they recognised institutional racism as a concept, they\u2019d have to admit their indefensible failure to tackle it<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">It was so successful that Sir Robert Peel adopted the same model when he set up the <\/span><a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/Geo4\/10\/44\/contents\"><span style=\"font-weight: 400;\">Metropolitan Police in London in 1829.<\/span><\/a><span style=\"font-weight: 400;\"> The <\/span><a href=\"https:\/\/www.encyclopedia.com\/history\/encyclopedias-almanacs-transcripts-and-maps\/repeal-combination-acts\"><span style=\"font-weight: 400;\">repeal of the Combinations Act<\/span><\/a><span style=\"font-weight: 400;\"> five years earlier allowed English workers to collectively organise, and the ruling class wanted to find a way to suppress and control these workers, whose cheap labour they relied upon. Adopting the policing model that Sir Robert Peel had successfully tested in Ireland was the best way to protect the financial interests of the ruling class.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Unshakeable roots<\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">Now, nearly 200 years later, a cascade of official reviews has shown that the Metropolitan Police cannot shake its colonial roots. The idea that the Met is part of a legitimate \u2018criminal justice system\u2019, designed to keep our communities safe by protecting victims of crime and punishing perpetrators, simply doesn\u2019t stand up.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">In a patriarchal society, an institution that was set up to protect private property and wealth could never be relied on to safeguard female rape victims and prosecute their perpetrators: when this happens, it is a fluke of the system, not a predictable outcome. The rape <\/span><a href=\"https:\/\/www.city.ac.uk\/news-and-events\/news\/2022\/04\/new-scorecards-show-under-1-of-reported-rapes-lead-to-conviction-criminologist-explains-why-englands-justice-system-continues-to-fail\"><span style=\"font-weight: 400;\">conviction rate of one per cent<\/span><\/a><span style=\"font-weight: 400;\"> is not likely to improve while the Metropolitan Police are in charge. Similarly, is it really a surprise to anyone that a system designed to enforce colonialism, the exploitation of an impoverished racial group by a powerful empire, is institutionally racist to its very core?&nbsp;&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">As <\/span><a href=\"https:\/\/publications.parliament.uk\/pa\/cm200607\/cmselect\/cmhaff\/181\/181we44.htm\"><span style=\"font-weight: 400;\">Sir John Woodcock,<\/span><\/a><span style=\"font-weight: 400;\"> then HM Chief Inspector of Constabulary, told the Home Affairs Select Committee in 1992: \u2018What is happening to the police is that a 19<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> Century institution is being dragged into the 21<\/span><span style=\"font-weight: 400;\">st<\/span><span style=\"font-weight: 400;\"> Century \u2026 the police never were the police of the whole people, but a mechanism set up to protect the affluent from what the Victorians described as the dangerous classes\u2019.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Responding to the Casey report last week, <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/met-police-casey-report-predators-b2304566.html\"><span style=\"font-weight: 400;\">Met Police Commissioner Sir Mark Rowley<\/span><\/a><span style=\"font-weight: 400;\"> would not directly acknowledge \u2018institutional racism\u2019 in the force, but accepted there are \u2018systemic failings\u2019 and \u2018cultural failings\u2019. He avoided using the term \u2018institutional racism\u2019 because he views it as \u2018political language\u2019.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The idea that the Metropolitan Police &#8211; an institution set up to further the political and financial interests of the ruling elite, that remains in many ways virtually unchanged from its origins in the 1800s &#8211; can exist outside of politics is truly beyond belief. It\u2019s unlikely that Rowley truly believes this himself, of course. But discrediting \u2018lefty liberal\u2019 terms like \u2018institutional racism\u2019 is yet another way the ruling class invalidates the suffering of minority ethnic communities.
