{"id":34333,"date":"2023-03-06T08:00:54","date_gmt":"2023-03-06T08:00:54","guid":{"rendered":"https:\/\/www.redpepper.org.uk\/?p=34333"},"modified":"2024-09-23T15:44:51","modified_gmt":"2024-09-23T14:44:51","slug":"labour-conservative-immigration-grassroots-resistance","status":"publish","type":"post","link":"https:\/\/www.redpepper.org.uk\/society\/migration\/labour-conservative-immigration-grassroots-resistance\/","title":{"rendered":"Grassroots resistance is our only hope on immigration"},"content":{"rendered":"\n<p class=\"has-drop-cap\">On 4 February 2023 Rishi Sunak <a href=\"https:\/\/www.thetimes.co.uk\/article\/rishi-sunak-threat-pull-uk-out-of-echr-immigration-cnrqltpjp\" target=\"_blank\" rel=\"noopener\">reportedly said<\/a> he was prepared to take the country out of the <a href=\"https:\/\/www.echr.coe.int\/documents\/convention_eng.pdf\" target=\"_blank\" rel=\"noopener\">European Convention of Human Rights<\/a> (ECHR) as a way to improve the government\u2019s legal position to \u2018<a href=\"https:\/\/www.theguardian.com\/politics\/2023\/feb\/05\/tory-mps-to-push-for-uk-exit-from-european-convention-of-human-rights\" target=\"_blank\" rel=\"noopener\">crackdown<\/a>\u2019 on those seeking refuge. One <a href=\"https:\/\/www.thetimes.co.uk\/article\/rishi-sunak-wants-to-ban-channel-migrants-from-deportation-appeals-mg5n06swc\">report<\/a> said the proposed legislation would automatically ban those arriving \u2018illegally\u2019 in the UK from claiming asylum and would deny them their right to appeal against their automatic exclusion.<\/p>\n\n\n\n<p>This development is hardly surprising. In 2022, Home Secretary Suella Braverman made her<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/suella-braverman-home-secretary-government-policy-government-channel-b2195625.html\" target=\"_blank\" rel=\"noopener\"> personal view<\/a> clear that now the UK is out of the European Union it should also leave the ECHR. For Braverman, the ECHR is detrimental to an anti-migrant agenda as it legally<a href=\"https:\/\/www.theguardian.com\/uk-news\/2022\/jun\/14\/european-court-humam-right-makes-11th-hour-intervention-in-rwanda-asylum-seeker-plan\" target=\"_blank\" rel=\"noopener\"> challenged and prevented<\/a> the first<a href=\"https:\/\/homeofficemedia.blog.gov.uk\/2022\/04\/14\/factsheet-migration-and-economic-development-partnership\/\" target=\"_blank\" rel=\"noopener\"> Rwanda asylum partnership<\/a> deportation flight, described by the Human Rights Watch (HRW) as a \u2018<a href=\"https:\/\/www.hrw.org\/news\/2022\/05\/12\/uks-rights-assessment-rwanda-not-based-facts\" target=\"_blank\" rel=\"noopener\">policy of cruelty<\/a>\u2019.<\/p>\n\n\n\n<p>Braverman <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/suella-braverman-rwanda-dream-obsession-b2195296.html\" target=\"_blank\" rel=\"noopener\">notoriously described<\/a> seeing a deportation flight to Rwanda as her \u2018dream\u2019 and an \u2018obsession\u2019. This dream is nearly coming to fruition: a<a href=\"https:\/\/www.judiciary.uk\/wp-content\/uploads\/2022\/12\/AAA-v-SSHD-Rwanda-judgment.pdf\" target=\"_blank\" rel=\"noopener\"> High Court ruling<\/a> says flights could begin this year. This scheme was only made possible through the passing of the<a href=\"https:\/\/bills.parliament.uk\/bills\/3023\" target=\"_blank\" rel=\"noopener\"> Nationalities and Borders Act 2022<\/a>. The Act also sanctions pushing back small boats crossing the channel \u2013a flagrant and dangerous violation of<a href=\"https:\/\/www.unhcr.org\/en-us\/1951-refugee-convention.html\" target=\"_blank\" rel=\"noopener\"> international law<\/a>. As a result of anti-migrant legislation (as well as anti-protest bills), HRW says the UK is close to joining <a href=\"https:\/\/www.theguardian.com\/global-development\/2023\/jan\/12\/uk-risks-being-listed-as-a-human-rights-abuser-human-rights-watch#:~:text=The%20UK%20government%20could%20soon,Human%20Rights%20Watch%20(HRW).\" target=\"_blank\" rel=\"noopener\">\u2018countries listed as human rights abusers<\/a>\u2019.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Reality check<\/h2>\n\n\n\n<p>It is important to remember that the UK\u2019s acceptance of asylum seekers is much smaller than other European countries \u2013 even if political rhetoric makes it feel otherwise. In the year ending September 2021 the <a href=\"https:\/\/www.unhcr.org\/uk\/asylum-in-the-uk.html\" target=\"_blank\" rel=\"noopener\">UK<\/a> received 72,027 applications for asylum. Germany received 127,730 while France received 96,510. Of course, the vast majority of refugees (85 per cent) settle in countries adjacent to that of their own so are found in low-income countries.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/bills.parliament.uk\/bills\/3023\" target=\"_blank\" rel=\"noopener\">Nationalities and Borders Act 2022<\/a> was justified around creating supposed safe and legal routes into the UK. But there are no legal routes \u2013 or very few \u2013 to apply for asylum, as a <a href=\"https:\/\/www.youtube.com\/watch?v=UpZAS0yqkJM\" target=\"_blank\" rel=\"noopener\">bumbling Braverman<\/a> confessed during a recent select committee appearance. Braverman also <a href=\"https:\/\/www.youtube.com\/watch?v=4EissNeqEf4\" target=\"_blank\" rel=\"noopener\">claimed<\/a> France is a safe country for those seeking asylum \u2013 in other words, they can stay <i>there<\/i>. But reports of <a href=\"https:\/\/www.hrw.org\/news\/2021\/11\/03\/france-should-end-abusive-policies-toward-migrants\" target=\"_blank\" rel=\"noopener\">abusive policies<\/a>, including evictions, police harassment and restrictions on asylum seekers accessing basic essentials in France are rampant. With no legal routes to the UK and persecution from French authorities, Conservative policies are bolstering human trafficking. But a Labour government does not automatically mean the treatment of refugees and immigrants will improve. In 2022 Labour collectively <a href=\"https:\/\/votes.parliament.uk\/Votes\/Commons\/Division\/1175\" target=\"_blank\" rel=\"noopener\">voted against<\/a> the <a href=\"https:\/\/bills.parliament.uk\/bills\/3023\" target=\"_blank\" rel=\"noopener\">Nationalities and Borders Act 2022<\/a>, but&nbsp; this opposition was <a href=\"https:\/\/www.stephenkinnock.co.uk\/nationality-and-borders-bill\/\" target=\"_blank\" rel=\"noopener\">focused on technicalities<\/a> rather than to call out the policy as unethical.<\/p>\n\n\n\n<p>Labour\u2019s new immigration plan, outlined in <a href=\"https:\/\/fabians.org.uk\/wp-content\/uploads\/2022\/04\/New-Arrivals-Thom-Brooks-Fabian-Society.pdf\" target=\"_blank\" rel=\"noopener\"><i>New Arrivals<\/i><\/a>, <a href=\"https:\/\/www.redpepper.org.uk\/where-is-the-labour-party-heading-on-immigration\/\" target=\"_blank\" rel=\"noopener\">lacks substantial policies<\/a>. Instead it&#8217;s full of sweeping ideas that refugees and immigrants deserve rights but only if they can prove themselves as deserving and beneficial to society via \u2018integration\u2019, \u2018shared values\u2019 and \u2018language requirements\u2019 \u2013 terms usually associated with the far-right.<\/p>\n\n\n\n<p>Starmer also appears obsessed with patriotic policy-making. In 2022 he said UK businesses should wean themselves off \u2018<a href=\"https:\/\/www.youtube.com\/watch?v=99yamIxkAY8\" target=\"_blank\" rel=\"noopener\">immigration dependency<\/a>\u2019, leading to glowing praise from former UKIP leader <a href=\"https:\/\/twitter.com\/Nigel_Farage\/status\/1594986608566366209?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1594986608566366209%7Ctwgr%5E6e0130d96de0dcd5486060577e9e03269afb077a%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.huffingtonpost.co.uk%2Fentry%2Fnigel-farage-has-praised-keir-starmers-speech-on-immigration_uk_637cab17e4b0e771d958131a\" target=\"_blank\" rel=\"noopener\">Nigel Farage<\/a>. Starmer also said Labour would consider the use of<a href=\"https:\/\/www.youtube.com\/watch?v=nfBziJRIZQk\" target=\"_blank\" rel=\"noopener\"> electronic tags on refugees and immigrants<\/a>. Those hoping for an ethical and humanitarian approach to those seeking refuge after the next general election are likely to be disappointed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ways forward<\/h2>\n\n\n\n<p>So what do we do? For those of us concerned about creating better conditions, or even just complying with basic human rights, for those seeking asylum in the UK, what are the ways forward?<\/p>\n\n\n\n<p>Today, the far-right is emboldened by anti-migrant discourse at the top and are <a href=\"https:\/\/irr.org.uk\/article\/from-ireland-to-knowsley-attacks-on-asylum-housing-and-the-weaponisation-of-gender-based-violence\/\" target=\"_blank\" rel=\"noopener\">orchestrating targeted campaigns<\/a> against accommodation for asylum seekers. But recent polling shows that the UK is one of the most welcoming countries when it comes to<a href=\"https:\/\/www.theguardian.com\/uk-news\/2023\/feb\/23\/uk-now-among-most-accepting-countries-for-foreign-workers-survey-finds\" target=\"_blank\" rel=\"noopener\"> accepting foreign workers<\/a>, so there\u2019s clearly a disconnect between the public and the political rhetoric of the Conservative and Labour parties. <\/p>\n\n\n\n<p>In the UK, asylum seekers can only work from a restricted job list if they have been waiting <a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/sn01908\/\" target=\"_blank\" rel=\"noopener\">twelve months for a decision <\/a>on their case. This often means people have <a href=\"https:\/\/www.itv.com\/news\/granada\/2022-12-02\/we-want-to-work-lifting-asylum-seeker-work-ban-could-address-staff-shortages\" target=\"_blank\" rel=\"noopener\">no option<\/a> but to rely on paltry state benefits. The UK\u2019s approach is much more restrictive than many other countries \u2013 European Union law requires member states to give access to all labour markets after nine months and in the US it\u2019s after six months.<\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\">While mainstream politicians flap and fumble, it\u2019s the grassroots that show us another world is possible<\/p>\n\n\n\n<p>Many are doing important work to support those seeking refuge, including advocating for conditions that could improve their lives (such as the right to work), challenging UK legislation, showing up to counteract far-right protests, and engaging in crucial acts of rescue and aid. While mainstream politicians flap and fumble, it\u2019s the grassroots that show us another world is possible.<\/p>\n\n\n\n<p>After the far right\u2019s violent protest outside a hotel housing people seeking asylum in Knowsley in Liverpool, it was local organisers, unions including the RMT, and activists <a href=\"https:\/\/www.heraldscotland.com\/news\/national\/23331241.crowds-gather-liverpool-anti-racism-rally-following-migrant-hotel-violence\/\" target=\"_blank\" rel=\"noopener\">who held an anti-racism rally<\/a> in Liverpool. In response to another far right demonstration against a hotel housing refugees in <a href=\"https:\/\/www.cornwalllive.com\/news\/cornwall-news\/live-updates-newquay-asylum-seeker-8188626\" target=\"_blank\" rel=\"noopener\">Newquay<\/a>, some 300 people turned up to protect the hotel and offer a counter protest, holding up signs such as \u2018Refugees Welcome\u2019 and \u2018Fascists F*** Off.\u2019<\/p>\n\n\n\n<p>As people struggle to reach UK shores because of hostile policies, local residents and activists try to ensure people\u2019s safety as they get out of the water. <a href=\"https:\/\/channelrescue.org\/\" target=\"_blank\" rel=\"noopener\">Channel Rescue<\/a> acts as legal observers and monitors search and rescue operations, border force interceptions, and harassment from the far-right.&nbsp; <a href=\"https:\/\/care4calais.org\/\" target=\"_blank\" rel=\"noopener\">Care4Calais<\/a> provides aid, medical assistance, legal support and first aid to those in need in the UK and abroad. They\u2019re also engaged in social cohesion, community building and advocacy \u2014 and they also legally challenged UK government immigration policy. <a href=\"https:\/\/antiraids.net\/\" target=\"_blank\" rel=\"noopener\">Anti-Raids Network<\/a> directly intervenes with police immigration raids, where possible, they also distribute information and legal support within communities where some are targeted by government policy and harassment by police.<\/p>\n\n\n\n<p>Both the Conservative and Labour parties remain hopeless, uninspiring, and inhumane on migration. In January this year, <a href=\"https:\/\/www.theguardian.com\/politics\/2023\/jan\/24\/home-office-accused-of-dereliction-of-duty-over-missing-asylum-seeking-children\" target=\"_blank\" rel=\"noopener\">two hundred asylum-seeking children<\/a> who were placed in hotels run by the Home Office went missing. Since 2016 over <a href=\"https:\/\/www.theguardian.com\/uk-news\/2022\/jun\/25\/asylum-seekers-deaths-home-office-housing-data\" target=\"_blank\" rel=\"noopener\">140 people have died<\/a> in housing or hotels provided by the Home Office. Instead of calling to overhaul the current, deadly, approach toward migrants, we\u2019re stuck with two similar parties, each trying to appeal to a fictive right-wing \u2018average\u2019 voter and in turn emboldening a more vocal actual far-right. It\u2019s futile, then, to expect a progressive position on immigration from either of these parties. The only option is to look to the grassroots.
