{"id":32677,"date":"2022-04-25T08:26:19","date_gmt":"2022-04-25T07:26:19","guid":{"rendered":"https:\/\/www.redpepper.org.uk\/?p=32677"},"modified":"2025-03-14T11:48:51","modified_gmt":"2025-03-14T11:48:51","slug":"imran-khan-anti-imperialist-hero-or-authoritarian-populist","status":"publish","type":"post","link":"https:\/\/www.redpepper.org.uk\/global-politics\/imran-khan-anti-imperialist-hero-or-authoritarian-populist\/","title":{"rendered":"Imran Khan: anti-imperialist hero or authoritarian populist?"},"content":{"rendered":"\n<p class=\"drop-cap-paragraph\"><span style=\"font-weight: 400\">Despite his best attempts and amid unproven allegations of foreign interference, Imran Khan was <\/span><a href=\"https:\/\/www.aljazeera.com\/podcasts\/2022\/4\/18\/the-rise-and-fall-for-now-of-pakistans-imran-khan\"><span style=\"font-weight: 400\">removed from power<\/span><\/a><span style=\"font-weight: 400\"> by a vote of no confidence in the National Assembly of Pakistan on 11 April. Earlier that same week, Khan had attempted to block the vote and dissolve the assembly but the Supreme Court ruled against him, deeming the move unconstitutional. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Khan has now become the 22nd prime minister of Pakistan to be ousted without completing their term, yet the very first to be removed by a vote of no-confidence. Khan\u2019s removal was ultimately as dramatic as his arrival in mainstream politics, after his party\u2019s 2013 win in provincial elections in the Khyber Pakhtunkhwa region.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Khan\u2019s path to power<\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Imran Khan came to power after the 2018 general elections in Pakistan, making promises to bring an end to the rule of corrupt politicians and their dynastic politics. His political party, Pakistan Tehreek-e-Insaf (PTI), was founded in 1995, a few years after Pakistan won the cricket world cup under his captaincy. Khan gained popularity through the world cup win as well as his philanthropic work.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Khan\u2019s populist anti-corruption slogans gained him the support of the urban middle class youth who are under-represented in the mainstream political parties. His party also had the support of the upwardly mobile in urban areas, the military and powerful establishment figures. But even alleged election rigging in his favour was not enough to secure a simple majority. The government was enabled by independent candidates, who were wooed in by sugar industrialist and politician <\/span><a href=\"https:\/\/images.dawn.com\/news\/1180569\"><span style=\"font-weight: 400\">Jehangir Tareen<\/span><\/a><span style=\"font-weight: 400\"> to vote in favour of Imran Khan. He got 176 votes, the slimmest majority of any prime minister in the last decade.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Imran Khan\u2019s three and half year term is popularly known as the hybrid regime. He failed to form cooperative relationships with his allies or the opposition. His regime was typified by widespread abuse of civil and political rights. Political opponents were framed in several court cases; popular judges were <\/span><a href=\"https:\/\/www.geo.tv\/latest\/412243-imran-khan-insisted-on-filing-reference-against-justice-faez-isa-says-farogh-naseem\"><span style=\"font-weight: 400\">witch-hunted<\/span><\/a><span style=\"font-weight: 400\">; left-wing political workers were harassed, intimidated and often <\/span><a href=\"https:\/\/www.amnesty.org\/en\/documents\/asa33\/4451\/2021\/en\/\"><span style=\"font-weight: 400\">abducted<\/span><\/a><span style=\"font-weight: 400\">; nationalist leaders and directly elected members of National Assembly were <\/span><a href=\"https:\/\/www.dawn.com\/news\/1676605\"><span style=\"font-weight: 400\">jailed<\/span><\/a><span style=\"font-weight: 400\"> for speaking at protests; feminist activists were dismissed and false allegations were made; and students were <\/span><a href=\"https:\/\/www.thenews.com.pk\/print\/896454-police-baton-charge-arrest-protesting-students-in-islamabad\"><span style=\"font-weight: 400\">baton-charged<\/span><\/a><span style=\"font-weight: 400\">.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\"><span style=\"font-weight: 400\">Khan&#8217;s economic policies served the same elite individuals favoured by the dynastic parties of the past<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Khan\u2019s rule was an authoritarian, populist regime fuelled by jingoism. Journalists who criticised the policies of his government were labelled sell-outs and traitors, followed by massive <\/span><a href=\"https:\/\/www.digitalrightsmonitor.pk\/statement-by-pakistani-women-journalists-over-online-harassment-one-year-later\/\"><span style=\"font-weight: 400\">hate campaigns<\/span><\/a><span style=\"font-weight: 400\"> online by the ruling party\u2019s troll accounts. When the families of <\/span><a href=\"https:\/\/theprint.in\/go-to-pakistan\/why-hazaras-in-pakistans-quetta-have-refused-to-bury-11-coal-miners-killed-in-is-attack\/581091\/\"><span style=\"font-weight: 400\">Shia Hazara coal-miners<\/span><\/a><span style=\"font-weight: 400\">, an ethnic and religious minority who lost their loved ones to yet another sectarian attack, refused to bury their dead until the prime minister visited them, Khan accused them of <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2021\/1\/8\/pakistani-pm-says-will-not-be-blackmailed-into-visiting-hazaras\"><span style=\"font-weight: 400\">blackmailing<\/span><\/a><span style=\"font-weight: 400\"> him. When feminist activists protested against increasing sexual violence in the country, Khan said feminism was a western ideology, <\/span><a href=\"https:\/\/tribune.com.pk\/story\/1736644\/imran-khans-remarks-feminism-draw-social-media-ire\"><span style=\"font-weight: 400\">ruining<\/span><\/a><span style=\"font-weight: 400\"> our family values and culture.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Khan has used this anti-western sentiment again and again throughout his time in office. Throughout all this political rhetoric, what Khan leaves behind is a <\/span><a href=\"https:\/\/www.ft.com\/content\/870369af-b673-4ce5-bd86-d89d28be4d40\"><span style=\"font-weight: 400\">flailing economy<\/span><\/a><span style=\"font-weight: 400\"> where millions of working people are struggling to make ends meet.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Is Imran Khan an anti-imperialist?<\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Many on the global left have bought in to the narrative that Imran Khan is an anti-imperialist figure challenging long-established empires. The truth, however, is his economic policies remained pro-capitalist and served the same elite individuals favoured by the dynastic parties of the past. Khan remained anti-left throughout his regime while appropriating the language and slogans of the left. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">His government actively encouraged infrastructural developmental <\/span><a href=\"https:\/\/www.dawn.com\/news\/1629117\"><span style=\"font-weight: 400\">projects<\/span><\/a><span style=\"font-weight: 400\"> which displaced and dispossessed thousands of working people across the country. <\/span><a href=\"https:\/\/www.nytimes.com\/2021\/11\/23\/business\/economy\/pakistan-imf-economy.html\"><span style=\"font-weight: 400\">Inflation<\/span><\/a><span style=\"font-weight: 400\"> in the country reached an all-time high, public institutes were <\/span><a href=\"https:\/\/www.thenews.com.pk\/print\/570413-pma-concerned-at-kp-hospitals-privatisation\"><span style=\"font-weight: 400\">privatised<\/span><\/a><span style=\"font-weight: 400\">, higher education budgets were <\/span><a href=\"https:\/\/www.thenews.com.pk\/print\/779096-hec-budget-shortfall-puts-varsities-in-a-fix\"><span style=\"font-weight: 400\">cut<\/span><\/a><span style=\"font-weight: 400\"> and mass sackings of workers happened. The empty slogans of anti-Americanism might strengthen his propaganda but it should not be mistaken for a genuinely pro-people politics.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Pakistan has been a victim of imperialist wars and neoliberalism for decades now. There is, of course, a need for an anti-imperialist politics more than ever in the country. The fact that the international left fell for Khan\u2019s rhetoric speaks volumes about the disconnect between the left in countries such as Pakistan and the left in imperialist countries. It points towards the urgent need to form an internationalist anti-imperialist politics.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Anti-imperialism is tied to anti-capitalism and slogans of foreign meddling and conspiracies should not distract the left from identifying one of its core political agendas. The government of Imran Khan continued to collaborate with the global financial institutions, giving in to their anti-people policies and <\/span><a href=\"https:\/\/www.pakistantoday.com.pk\/2021\/10\/23\/pakistan-succumbs-to-imf-pressure-accepts-new-conditions-report\/\"><span style=\"font-weight: 400\">conditions<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Shahbaz Sharif, brother of the former thrice prime minister Nawaz Sharif, has now been elected by the National Assembly as the new prime minister. Less than a week later, the Punjab provincial assembly elected Shahbaz Sharif\u2019s son as the new chief minister, strengthening the dynastic politics in Pakistan. The people of Pakistan lack choices, on one hand there is the same dynastic politics of the past and on the other hand, the empty populist slogans of Imran Khan. Both these paths have failed the people of Pakistan.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Yet the current moment in Pakistan and Khan\u2019s ousting presents an opportunity for the left in Pakistan to revive its anti-imperialist politics and align itself with anti-imperialist forces globally. This must co-exist with organising at a local level.
