{"id":24422,"date":"2018-09-20T09:00:20","date_gmt":"2018-09-20T08:00:20","guid":{"rendered":"https:\/\/www.redpepper.org.uk\/?p=24422"},"modified":"2024-09-23T14:57:40","modified_gmt":"2024-09-23T13:57:40","slug":"the-battle-of-hambacher-forest","status":"publish","type":"post","link":"https:\/\/www.redpepper.org.uk\/environment-climate\/environmental-justice\/the-battle-of-hambacher-forest\/","title":{"rendered":"The battle of Hambacher Forest"},"content":{"rendered":"\n<p class=\"has-drop-cap\"><span style=\"font-weight: 400;\">In one of the largest policing operations in the history of the German state, police forces are currently evicting hundreds of forest protectors from the Hambacher Forest occupation in the German Rhineland. With water cannons, tanks, thousands of police officers and <\/span><a href=\"https:\/\/www.facebook.com\/MDRAKTUELL\/videos\/1876949042386422\/\"><span style=\"font-weight: 400;\">brute force<\/span><\/a><span style=\"font-weight: 400;\">, the government is clearing the ancient forest, determined to facilitate the continuation of logging operations \u2013 scheduled to start mid-October \u2013 for the mining of lignite coal.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The 12,000 year old forest is not only home to 142 types of birds and 13 species protected under EU legislation \u2013 including the Bechstein\u2019s bat, the endangered hazel dormouse and the middle-spotted woodpecker \u2013 but also to a number of forest protectors who have been living in the forest for years. They first occupied the forest in 2012, building tree houses and barricades to avert climate chaos and stop the destruction of this unique ecosystem for the expansion (or \u2018migration\u2019, according to the mine operator) of the Hambacher mine \u2013 the world\u2019s largest opencast lignite coal mine and \u2018<\/span><a href=\"http:\/\/www.heuersdorf.de\/apc18.pdf\"><span style=\"font-weight: 400;\">Europe\u2019s biggest hole\u2019<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Since 1978, mining operator and self-proclaimed energy giant RWE \u2013 supported and <\/span><a href=\"https:\/\/wupperinst.org\/p\/wi\/p\/s\/pd\/29\/\"><span style=\"font-weight: 400;\">subsidised<\/span><\/a><span style=\"font-weight: 400;\"> by the German state \u2013 has been extracting and burning lignite coal, the dirtiest of all fossil fuels, in five power stations surrounding its three opencast mines in the Rhineland. The Hambach mine alone has required (and continues to require) the displacement and resettlement of 6 villages \u2013 over 5000 people \u2013 creating social tensions and trauma. By 2026, a planned total of <\/span><a href=\"https:\/\/www.noz.de\/deutschland-welt\/vermischtes\/artikel\/765875\/leben-am-loch-umsiedler-im-rheinischen-revier#gallery&amp;0&amp;0&amp;765875\"><span style=\"font-weight: 400;\">42,000<\/span><\/a><span style=\"font-weight: 400;\"> people will have lost their homes in the Rhinish coal region. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">RWE is not only Europe\u2019s largest emitter of CO<\/span><span style=\"font-weight: 400;\">2<\/span><span style=\"font-weight: 400;\">, but also a uniquely powerful company with close ties into the heart of the German state, structurally entrenched into the local political economy and historically able to exercise <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0962629817300835\"><span style=\"font-weight: 400;\">unparalleled political influence<\/span><\/a><span style=\"font-weight: 400;\">. In the UK, RWE operates Aberthaw coal-fired power station, the country\u2019s dirtiest power station, responsible for an estimated premature <\/span><a href=\"http:\/\/foe.cymru\/sites\/default\/files\/FOE_APS_report_final.pdf\"><span style=\"font-weight: 400;\">400 deaths per year<\/span><\/a><span style=\"font-weight: 400;\"> due to nitrogen oxide exposure. <\/span><\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\"><span style=\"font-weight: 400;\">RWE is Europe\u2019s largest emitter of CO2 and a uniquely powerful company with close ties to the German state<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Already in 1979, the German news magazine <\/span><a href=\"http:\/\/www.spiegel.de\/spiegel\/print\/d-40350046.html\"><i><span style=\"font-weight: 400;\">Spiegel<\/span><\/i><\/a><span style=\"font-weight: 400;\"> warned: \u2018Unrivalled and barely manageable, RWE is ruling over one of the largest monopolies of the Western world\u2019. The company has spent millions of Euros each year on lobbying in Berlin and in Brussels, to and in pay-outs to hundreds of local politicians (and state parliamentarians) through so-called <\/span><a href=\"http:\/\/www.spiegel.de\/politik\/deutschland\/nebeneinkuenfte-rwe-sponsert-ueber-hundert-kommunalpolitiker-a-336686.html\"><span style=\"font-weight: 400;\">\u2018regional advisory councils\u2019<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Close <\/span><a href=\"https:\/\/www.greenpeace.de\/files\/publications\/20130409-schwarzbuch-kohle.pdf\"><span style=\"font-weight: 400;\">relationships<\/span><\/a><span style=\"font-weight: 400;\"> with politicians \u2013 who continue to be paid high salaries for being on the boards of the same company they are meant to regulate \u2013 have been documented across all political parties. This has also led to close collaborations between police forces and RWE\u2019s private security forces in what have been criticised as \u2018<\/span><a href=\"http:\/\/www.taz.de\/!5224546\/\"><span style=\"font-weight: 400;\">public-private security partnerships\u2019<\/span><\/a><span style=\"font-weight: 400;\"> involving the sharing of resources and vehicles, for instance. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">In 2016, it was revealed that at least one member of the state\u2019s parliamentary Interior Committee, responsible for policing the Hambacher Forest, was also an RWE employee with an annual corporate salary of up to \u20ac120,000 \u2013 only slightly less than his government salary of <\/span><a href=\"http:\/\/www.ksta.de\/25267646\"><span style=\"font-weight: 400;\">\u20ac128.712<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 and <\/span><a href=\"https:\/\/www.abgeordnetenwatch.de\/blog\/2017-01-18\/kohle-fuer-kohle-interessenkonflikt-eines-abgeordneten\"><span style=\"font-weight: 400;\">privileged access to insider-information<\/span><\/a><span style=\"font-weight: 400;\"> which could affect the company.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Battling commitments to extractivism<\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">While police and other state forces continue to criminalise forest occupation and stigmatise forest protectors as <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0962629817300835\"><span style=\"font-weight: 400;\">\u2018violent\u2019 and \u2018eco-terrorists\u2019<\/span><\/a><span style=\"font-weight: 400;\">, the situation on the ground shows a different picture: a government that \u2013 while celebrating its \u2018green leadership\u2019 \u2013 continues to protect fossil interests at all costs, laying bare its unconditional commitment to extractivist ideology and private profits at the cost of human and ecosystem health. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">For decades, state and corporate collaboration managed to suppress, divide and conquer resistance: through the stigmatisation of activists, intense lobbying efforts on part of RWE, the infiltration of decision making processes and community organisations, the establishment of fake citizens\u2019 initiatives in support of coal mining (i.e. astroturfing) and Corporate Social Responsibility and Public Relations strategies which have included \u2018omnipresent sponsorships\u2019, according to residents, in primary schools, church choirs and football clubs. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Furthermore, the company engages in \u2018environmental education\u2019 and restoration activities that have been criticised as \u2018<\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0962629817300835\"><span style=\"font-weight: 400;\">greenwashing\u2019<\/span><\/a><span style=\"font-weight: 400;\">, given their CO2 footprint and habitat destruction. Such initiatives maintained an image of RWE as \u2018good corporate neighbour\u2019 and \u2018responsible corporate citizen\u2019, supported by government efforts to position the ecological destruction and displacement and dispossession of local communities as unavoidable for energy security, fuelling fears of \u2018black-out\u2019, \u2018de-industrialisation\u2019 and dependence on foreign energy sources. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">At the same time, repression, criminalisation, physical violence and divide-and-conquer strategies were used to manage more militant resistance. Forest protectors have reported countless examples of intimidation, threats of rape against female activists and beatings. RWE security forces have been documented chasing forest protectors and cutting tree house ropes to make activists fall six metres to the ground. They have been reported to use pepper spray; wearing masks, throwing rocks, intimidating and attacking people with vehicles, spitting on activists and letting dogs loose to follow them. Similar allegations have been raised vis-\u00e0-vis the police. <\/span><\/p>\n\n\n\n<p class=\"has-text-align-center rp-full-width rp-quote has-grey-color has-pale-1-background-color has-text-color has-background has-antonio-font-family\" style=\"padding-top:2%;padding-right:2%;padding-bottom:2%;padding-left:2%;font-size:clamp(1.743rem, 1.743rem + ((1vw - 0.2rem) * 1.571), 3rem);\"><span style=\"font-weight: 400;\">Repression, criminalisation, physical violence and divide-and-conquer strategies have been used against militant resisters<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Forest<\/span> <span style=\"font-weight: 400;\">protectors have reported serious injuries and abuse by police forces during and following arrest, including sprained wrists, haematomas, broken noses and fingers, lost teeth and refusal of medical treatment. Others have <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0962629817300835\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that officers pepper sprayed and kicked people\u2019s faces with boots and beat them outside and inside police custody. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Only last week, the police drew their guns on activists and residents bringing a new field kitchen into the forest. In July this year, a 23-year old forest protector was sentenced to a <\/span><a href=\"https:\/\/www.ksta.de\/region\/rhein-erft\/kerpen\/-zeichen-gegen-weitere-straftaten--aktivistin-aus-dem-hambacher-forst-verurteilt-31044480\"><span style=\"font-weight: 400;\">9 months prison sentence<\/span><\/a><span style=\"font-weight: 400;\"> for breach of the peace and complicity in attempted bodily harm. This sentence was not for active participation or physical resistance, but for playing a drum in the presence of others who were alleged to have engaged in illegal activity. The judge herself acknowledged the &#8216;preventive character&#8217; of the sentence.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Everyday resistence<\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">Close political ties and unconditional state support have enabled RWE to continue mining coal and destroying rare and ancient forest ecologies in the face of unprecedented resistance by forest protectors and public opposition to coal. The intensity with which the state is responding to the Hambacher resistance, and the determination with which it is evicting the forest, illustrates well what is at stake in this situation. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">RWE\u2019s positive image has been crumbling, and the debate around coal \u2013 and the Hambacher Forest \u2013 has finally reached the mainstream media with daily \u2013 often critical \u2013 TV, radio and newspaper coverage. While on the national level, political negotiations, public and political debate about coal-phase-out continues, it seems like RWE and the state government are scrambling to create facts on the ground. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Popular solidarity with the forest activists has never been bigger. On Friday, two dozen activists occupied the offices of the state of North Rhine Westphalia in <\/span><a href=\"https:\/\/www.taz.de\/Konflikt-um-den-Hambacher-Forst\/!5535745\/\"><span style=\"font-weight: 400;\">Berlin<\/span><\/a><span style=\"font-weight: 400;\">. On Saturday, 20 people <\/span><a href=\"https:\/\/www.zdf.de\/nachrichten\/heute\/kraftwerksbesetzung-niederaussem-100.html\"><span style=\"font-weight: 400;\">occupied<\/span><\/a><span style=\"font-weight: 400;\"> the nearby Niederaussem power station, in which RWE\u2019s coal is burnt, shutting down large parts of the power station. On Sunday, <\/span><a href=\"https:\/\/www.ardmediathek.de\/radio\/Das-war-der-Tag-Deutschlandfunk\/Gegen-RWE-Pl%C3%A4ne-7000-%C3%BCberwiegend-fried\/Deutschlandfunk\/Audio-Podcast?bcastId=21648930&amp;documentId=56095102\"><span style=\"font-weight: 400;\">7,000 people<\/span><\/a><span style=\"font-weight: 400;\"> attended a demo near the forests, with hundreds breaking police lines to join the occupation, and hundreds more taking direct action or civil disobedience to protect the forest. Others are sending solidarity messages, photos and videos from across the country and beyond.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Yet, the German state seems determined to present the<\/span> <span style=\"font-weight: 400;\">pushback as a done deal. Officials justify the eviction citing \u2018fire safety\u2019 (after six years of occupation and following a period of heavy rain) and \u2018<\/span><a href=\"https:\/\/www.taz.de\/!5535536\/\"><span style=\"font-weight: 400;\">acute\u2019 concerns<\/span><\/a><span style=\"font-weight: 400;\"> about protectors. The <\/span><a href=\"https:\/\/www.facebook.com\/MDRAKTUELL\/videos\/1876949042386422\/\"><span style=\"font-weight: 400;\">footage<\/span><\/a><span style=\"font-weight: 400;\"> and reports of protectors who are being cut out from their tree houses in violent manners only illustrate the hypocrisy of the situation.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">While state and corporate forces allege that \u2018violent\u2019 behaviour on the part of the forest protectors merits a public hazard to be eliminated through force, what has become increasingly clear is that the true violence at play is that which is inherent to ecologically destructive and socially traumatic coal extraction. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">It is the licence to destroy nature, uproot families \u00a0and profit from it that the state and RWE are defending at all costs. More broadly, this is the violence inherent in anthropogenic climate change and its disproportionate impact on marginalised peoples and communities in the global South, and the violence exercised by police and security forces that forest protectors are exposed to \u2013 and are actively resisting \u2013 every single day. \u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Activists have occupied Hambacher Forest for six years to prevent environmental destruction through coal mining.
