{"id":23140,"date":"2018-01-17T17:50:08","date_gmt":"2018-01-17T17:50:08","guid":{"rendered":"https:\/\/www.redpepper.org.uk\/?p=23140"},"modified":"2025-04-15T18:03:27","modified_gmt":"2025-04-15T17:03:27","slug":"7-steps-to-public-ownership","status":"publish","type":"post","link":"https:\/\/www.redpepper.org.uk\/economics-unions-work\/privatisation\/7-steps-to-public-ownership\/","title":{"rendered":"Stop the next Carillion: seven steps to public ownership"},"content":{"rendered":"\n<p class=\"has-drop-cap\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.theguardian.com\/business\/2020\/jan\/15\/carillion-collapse-two-years-on-government-has-learned-nothing#:~:text=The%20demise%20of%20Carillion%20was,working%20in%20its%20supply%20chain.\">The Carillion collapse<\/a> is indeed a \u2018watershed moment\u2019 for the ideology of privatisation that has plagued our public services for over 30 years.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Here are seven steps we can take to address the root causes of the Carillion crisis \u2013 and build up a robust public sector that won\u2019t be vulnerable to this kind of disaster.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Let\u2019s futureproof our public services by bringing them into public ownership. Here\u2019s how.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1) Stop outsourcing<\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">Of course the government should bring all of Carillion\u2019s public service contracts in house, permanently, where they should be \u2013 across schools, hospitals, prisons and railways. It should also stop outsourcing altogether.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">We\u2019ve been arguing against outsourcing since our launch in 2013. Our <\/span><a href=\"https:\/\/weownit.org.uk\/privatisation-fails\"><span style=\"font-weight: 400;\">#PrivatisationFails resource<\/span><\/a><span style=\"font-weight: 400;\"> shows that these profit-driven companies have failed us again and again. G4S at the Olympics. Atos failing disabled people. Richard Branson suing the NHS.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">This is not a coincidence. Public services are mostly about caring for people. Private companies are driven by profit. This means corners are cut so that shareholders get their share.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The Institute for Economic Affairs says government can\u2019t run things. It\u2019s time to put that tired old mantra to bed. Research shows that councils can save money, improve quality and increase flexibility by bringing services in house.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Private companies are good at doing many things. Running public services isn\u2019t one of them.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2) Bring PFI deals in house<\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">As People vs PFI have powerfully shown, Private Finance Initiatives are institutionalised systems for the theft of public money meant for public services. The collapse of Carillion gives us a chance to end this discredited policy. It\u2019s fantastic that Labour has taken a brave new position and is now committing to doing just that.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Helen Mercer has laid out <\/span><a href=\"https:\/\/peoplevsbartspfi.wordpress.com\/2018\/01\/17\/how-do-you-solve-a-problem-like-carillion\/\"><span style=\"font-weight: 400;\">how we can take public control over PFI deals<\/span><\/a><span style=\"font-weight: 400;\">, both by nationalising Carillion\u2019s shares in PFI and by cancelling the contracts where they were supposed to deliver. <\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">3) Build up public sector capacity<\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">After many years of austerity and privatisation, we need to build up the capacity of the public sector to deliver services. Local authorities need money, know-how and infrastructure to be able to step in and provide the services people need. This means building confidence in the public sector and what it can do, both locally and nationally. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Government should set up a national public sector company which can build local capacity across the country. This organisation can also step in to run services when local authorities can\u2019t. <\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">4) Don\u2019t privatise new chunks of our NHS and railways <\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">We must stop creating new \u2018too big to fail\u2019 scenarios. Even as we analyse the fallout of Carillion, the government is planning to privatise more huge chunks of our NHS and railways.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Accountable Care Organisations (accountable is a misnomer) are the government\u2019s new plan for the NHS. These bodies would make decisions about delivering care across a whole region &#8211; and they could be <\/span><i><span style=\"font-weight: 400;\">public or private<\/span><\/i><span style=\"font-weight: 400;\">. NHS campaigners are currently taking Jeremy Hunt to court to stop these from happening.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Defenders of ACOs argue that integration is key, and it is \u2013 but not if the whole thing is managed by a private company that is motivated by profit and too big to fail.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The government is taking a similar approach on the railways. Chris Grayling wants to introduce new private partnerships where railway companies manage track as well as trains. This is a disaster waiting to happen.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Private companies like Carillion can behave recklessly, knowing that the public will step in to pick up the risk. The government has allowed Virgin and Stagecoach to opt out of their obligations on the East Coast line. Can you imagine the chaos if a privately run ACO went under and jeopardised the delivery of NHS services across a whole region? <\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">5) Bring private monopolies like water and energy into public ownership<\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">Where private monopolies that are too big to fail already exist, <\/span><a href=\"https:\/\/weownit.org.uk\/blog\/how-bring-water-public-ownership-3-steps\"><span style=\"font-weight: 400;\">we need to bring them into public ownership<\/span><\/a><span style=\"font-weight: 400;\">. Water and energy, for example. There are clear parallels between the water companies and Carillion. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The water companies have purposefully complex ownership structures and huge levels of debt. Many are involved in tax dodging and their main focus is to make money from money, rather than to provide water and sewerage services. They\u2019re happy to pay fines when they repeatedly pollute our rivers. They\u2019re very lightly regulated and they take \u00a31.8 billion out of the sector in dividends every year.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Yet if a water company ever got into trouble, there is no way the government could avoid stepping in. Even if this weren\u2019t a risk, there are many other benefits to public ownership \u2013 including lower water bills, public accountability and a cleaner environment.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Similar arguments can be made for bringing the National Grid into public ownership, and a report commissioned by the government itself put this suggestion on the table.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><b>6) Put the public at the heart of public services<\/b><\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">Artificial \u2018competition\u2019 with a handful of unscrupulous multinationals bidding for government contracts doesn\u2019t provide the accountability we need. What would? How about a real voice for the public that enables transparency, accountability and scrutiny?<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Martin Wolf argues that the old nationalised industries \u2018treated users with indifference\u2019 and were driven by the needs of civil servants and workers. To the extent that this is true, let\u2019s learn the lessons. <\/span><a href=\"https:\/\/weownit.org.uk\/blog\/vision-public-ownership-21st-century\"><span style=\"font-weight: 400;\">Andrew Cumbers<\/span><\/a><span style=\"font-weight: 400;\"> suggests that the 1970s were a lost opportunity in terms of democratising public services. We can take that opportunity now.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">There\u2019s too much trite talk about the \u2018bad old days\u2019 (John Humphrys, we\u2019re looking at you). Let\u2019s stop harking back and talk about the future of 21<\/span><span style=\"font-weight: 400;\">st<\/span><span style=\"font-weight: 400;\"> century public ownership. Instead of patronising Blairite ideas about \u2018whatever works\u2019 being decided behind closed doors, let\u2019s make public services as genuinely democratic as we can. We\u2019re all grown up enough to have a say over the public services we pay for and use.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><b>7) Create a new debate about the role of the state<\/b><\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">Nationalising Carillion itself doesn\u2019t make sense in this context. But the idea of local and central government running their own construction companies \u2013 is that so crazy? Forty years ago when we were still building public housing, hundreds of local councils were using their own departments to build and maintain it. &nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">More economic democracy in general could help us stop the culture of money-grabbing and corruption. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Let\u2019s start talking about what a mixed economy should look like. Economists like Ha Joon Chang and Mariana Mazzucato point out the crucial role of government in picking winners and innovation. &nbsp;Our theories and assumptions affect people\u2019s lives in the real world, and we need a new debate on the old paradigm of \u2018private best\u2019.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">As Carillion has shown, it\u2019s not lefty idealism to think that profit-driven companies shouldn\u2019t have their fingers in every pie. It\u2019s economic reality.<\/span><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The collapse of Carillion could be a watershed moment.
